I mean sure, but certainly some of it can be considered a promise even if they didn't necessarily use that word, such as the second half of the game.
Could be an experience thing on their end though. It is obvious to most devs why they should not list off names for content that is neither started or confirmed. They know that it will set expectations, garner free hype, even if they do evade speaking in certain terms.

This line of reasoning puts them in a "Lose / Lose situation.

If they had been silent on the roadmap entirely, people would accuse them of going silent and ignoring the audience.

This team didnt expect Millions of people to buy their game and demand updates at the same level as a massive Triple A game like World Of Warcraft or League of Legends. The studio isn't built to be a "live service."

There is no cheap or easy content designed to draw players back through the microtransaction shop. Real games take real time.
