If it isn't low stamina, or low jumping skill, there is only 2 other factors that I can think of;

1. If you are standing in water (not swimming) but deep enough that it slows your walking speed, that could also limit your jumps.

2. If you are standing up against an object (ran into a wall, hill, etc) and try to jump after contacting the surface.. then it will send you backwards with a lower height than a regular jump (see my prior post, effectively this is a ground-level parkour jump).
