I'm no expert on the subject, but from what I've read it seems that this might vary from person to person. Pretty much everyone can see above 24 fps on a screen, though. Movies are typically shot in 24 fps because it looks more "cinematic" in that way. It's hard to describe, but next time you're at best buy or something ask to see a high hertz television and you will clearly see what I'm talking about.
