Ok, so I figured out why I thought that. Damage modifier on the root mask is placed up with other stats of the mask, then space, then set bonus. On the Fenris set the damage modifier is put below the set bonus so refers to the set bonus, not the piece. I think that was a poor choice of wording if it really just explains the bonus and should be incorporated into the definition of the set bonus. That's my excuse and I'm stickin to it.
