You should do more experimenting, unless you want to look it up on the wiki. I'll be brief:
-Movement speed de-buffs from Armor and Shields affects how much stamina dodging takes, and blocking decreases how much Stamina you gain.
-Holstering your weapon/shield after combat is an easy way to maintain your movement speed. Or if you are in a safe area, unequip your armor.

So you can make some interesting builds like Padded Helmet + Troll Tunic and Pants for 60 Armor, for no movement speed debuff's. Pair that with 100 Run and you can kite anything in the game (except Deathsquitoes, but they have 10 HP, just hit it with anything).
The Root armor set is great, but the Root Harnesk is only really worth making vs Dragur Archers, and the Mask's poison resist is nice too, but eventually you can out-tank all Poison with good Food, Armor, and Medium Health potions.
Full Silver Armor is good because it let's you step up to the Padded tier, which then allows you to wear what I mentioned earlier to balance Armor / Speed.
Also if you are having trouble in the Mountains, try the Serpent Shield vs Wolf attacks. They will bounce away from you, allowing you to throw a Spear at them close range. The Spear Throw will stagger Wolves and is very easy to pull off.
I can easily see Padded Helmet + Root Harnesk + Troll Pants to be a very optimal build for everything (except Plains and Ashlands, just stay away from Fire or you'll burn hard.
Another good combination is Dverger Circlet + Padded Chest + Padded Pants for great Armor and Visibility at night. Sometimes it's just too dark!
And if you wanted to wear the Linen Cape, you can still use that fancy Silver Chestplate for the Cold resist, and the Silver Drake Helmet makes for a good Decoration on an Item Stand.

tl:dr having 100 Armor is overkill, fashion is endgame.
