They may force a player to us devcommand/ mods even though they don't want to. Some items are potentially infinite, others are only generated upon world generation, lets cover what is and isn't renewable. this information is current as of 5/14/23, its possible that future updates might fix this though its unlikely since many of these things are plentiful despite being non renewable. The wiki says almost nothing on the renewability of some resources so I thought it would be good to gather some info for posterities sake.
FINITE MATERIALS:
Queen Bees: These only drop from beehives which are generated during world generation in abandoned buildings, if for some reason you lost all the original bee's nests it would be impossible to build a beehive or obtain honey.
Copper (ore, scrap, and bars): Copper ore is generated in black forest biomes upon world generation, these deposits do not regenerate. Copper Scrap drops from certain structures in the mistlands, these structures do not regenerate. Copper bars can be obtained from smelting copper ore, or by smelting copper scrap, both of which are finite though plentiful.
Bronze: Because copper is finite technically the amount of bronze that can exist is less than the amount of possible copper bars in a world.
Withered Bones?: Found in chests and muddy scrap piles both of which are finite.
FINITE BUILDINGS:
Beehives: because queen bees are finite the number of possible beehives you can make is equal to or less than the number of queen bees in the world.
Forges: Because copper is finite, and forges require copper bars, there is a theoretical limit to how many forges can be crafted in a single Valheim world.
RENEWABLE MATERIALS:
Wood: Wood can be obtained from trees which can be replanted, or from greydwarfs who drop it on death. Both methods allow for potentially infinite wood.
Stone: Stone can be obtained from loose stones on the ground, stone deposits, from digging the ground, or from greydwarf drops. Because Greydwarfs are potentially infinite so is stone.
Tin: Tin ores respawn on shore lines from time to time, as far as I can tell there is no limit to how many times if may regenerate so tin is potentially infinite. (Edit: there has been disagreement if tin does respawn, I will test it again to be sure.)
Iron (scrap iron, and iron bars): Iron is found in chests, smelted from muddy scrap, and iron scrap can be dropped from oozers (33% chance). The oozer drop makes iron potentially infinite.
Black metal: Dropped by fuelings and other fueling variants. These enemies are potentially infinite so also is the metal.
Leather scraps: Can be obtained from boars which can be bred by players and which spawn in the wild. Both options mean this is a potentially infinite material.

Swamp Key:
Hard Antler:
Torn Spirit:
Ancient Seed:
Fueling Totem:
Fishing bait:
All trophies:
All non-boss Creature drops:
All Seeds:
If for some reason you ran out of finite items the only real solution right now would be to create another world, gather the necessary resources, and then return to your exhausted world with the key items. Though this is a scenario that is extremely unlikely for any normal group of valheim players.

P.P.S.
If someone wanted a way to fix the scarcity issue the simplest solution would be to make some items purchasable from Haldor at certain times or after certain events are completed. Another way would be to add some finite items to certain drop tables as uncommon drops.
