The first person to enter a chunk in the game has "ownership" of it. That person's computer controls what is going on in the zone until they leave the area. Typically, you want the player with the lowest "ping" to the server to be the one that loads the area.

There is a mod called "Better Networking" that might help for you guys; read the mod instructions and adjust accordingly.
