Not sure if it still works, but you used to be able to build stairs/ladders into water, then just walk down them and build from there. Deepest I went was 2 45 degree ladders, just to try it out. You cannot swim over a partially submerged barrier. Your character gets stuck and cant lift themselves over it nor jump from water. If you are trying to build in/on water, like making a bridge, your own (poorly planned) scaffolding can block you from getting out where you can no longer break it down. Its just very unforgiving and feels frustrating as all heck.
You cannot usually snap downwards unless you are at an angle looking up at what you snap to. But you cant build in water, so the only real option is building partially submerged scaffolding that's easy to fall off of, trial and error, devcommands, or raising the terrain to an extent to build on....which cant be undone fully as eventually itill be too deep to mine back off, so the whole point of building a bridge over a deep channel is ruined by its own making.
Aside from maybe giving us the ability to lift ourselves over partially submerged walls and stairs... Can the game somehow become more intuitive regarding aiming at terrain and it knowing youre trying to snap to something above it. Sometimes it works, if you are close, but basically never if its going to be more than 1 length away.
