i think there were an option to give "admin" rights to multiple people on a server (either with dedicated server settings or with a mod. not sure, but the possibility were there) and with admin rights player could turn both devcommands and debugmode on. so creative mode for everyone.

Only with mods can everyone be given dev and debug.
Dedicated MP servers disable debug mode.
Single player worlds that you invite others too allows the SP player access to those commands. Not the same as a dedicated server with IPaddress

All dev commands do on a MP server is allow admin controls like banning players and similar.
They can’t spawn anything in or use fly/free build.
