DLC means you have to pay, FLC is a free one.
Warhammer 1-2 have FLCs which are DLCs that are free.

This updated got the label update, it says so on the old and new roadmap.
Please show me where DLC always has a cost, because that is simply untrue. DLC= Downloadable Content. Has nothing to do with it being free or cost money. If it adds to a game and you have to download it, it is DLC.

There are no official definitions on these things. You wont find this stuff in Merriam-Webster's Dictionary.

Generally if its not optional ie: a patch with fixes, changes, and updates is called an"Update" or "Patch"
If its something you can choose to integrate into your game, free or not, Its called a "DLC".
Ill be honest... FLC is something ive rarely seen pushed as a term.

but you can call ♥♥♥♥ what you want. Just be aware that if you use terms "against the grain" as it were, people will get a little confused.
