The difficulty of the boss gets set when the boss is activated and spawned.

If one person gets there first and spawns him he will only have one person difficulty. When others teleport in or come in range then any boss can be a pushover as the difficulty is locked at what he was spawned in as.

We were all there for the summon. 5 players. And Bonemass STILL only summons 2 skeletons.
