the base for the game isnt flat. if you pick down do the base, you will always find it shifting... often the same way as ground level elevation. (mountains tend to have really high base levels).

I don't understand what your saying the hoe tool is to smooth and flatten the ground. I did this but it keeps reverting or randomly changing I want this to stop.
