Eitr regens like stamina, just at different base (i think its 3x less). This does include having bonus from Rested buff for 100% faster regen. The armor effect is additive. So additional 100% means increasing regen by 50% if you have rested buff. If you have resting buff its like 20%.

That also means regen when you are at 0 eitr is twice the regen at maximum eitr (as is the case with stamina). So best way to increase overal regen is to eat as much eitr food as possible (and spend it).
