Those aren't mutually concepts. The individual pieces give regen, but there is no set bonus. The lack of a set bonus often means, "why bother with making more than 1 piece?" Don't wear the set and go around casting spells. I promise you you will have a worse time. The set is fine as it is. I would strongly prefer the regen than a measly 20-25 eitr when I'm already at 240 with food.
As for those foods, sure, if you've got the stock pile to where you can constantly make the best foods to outpace your use of it or just cheat a bunch in like the average youtuber talking about the subject seems to do.
As for the "try magic without the armor" bit, I did. Since the rested bonus does the same thing, it's not that big of a deal. Sure, they stack, but I can get the rested bonus with little effort without being bound to that armor set or pieces of it.
So, objectively, what's wrong with adding a set bonus for a set that lacks one and arguably needs it?
Moreover, why not make it a bonus that allows one to use at least some magic without having to make greater tier eitr foods?
