The Draugrs were all killed long ago according to the lore and have obviously 'ignored' the classic rules of the physical world. After this amount of time they should appear much as the skeletons do but they seem to be able to thwart the standard mechanics of entropy by the strength of their pride alone. Given that I'll give them a pass on the water thing :-)
