That's something I think of as part of a bigger problem with capes, gear and sets as a whole. I do think that feather fall should be available in the game through some other source as well, but not earlier than mistlands in a common form.

It could perhaps be available as part of a Forsaken power. Eikthyr's power should have a small variation of the effect (so you don't self-damage yourself just by jumping and running so often), and possibly with Moder's power. The power from new has dual purpose, so I think it wouldn't be terrible if some of the existing ones did too.
