Hirelings have been denied: https://steamcommunity.com/app/892970/discussions/2/3409803709056112060/ So it's unlikely. We'll have to use our own hands and steal what we can't make.They already went back on that and announced the quest giver NPC lol so I wouldn't take it at face value.
