All we know is that Draugr lived on Valheim before Odin went there to turn them to dust, so there is no way to know if they were actually humans or from a different species. Humanoid bipeds for sure but anything more than that is simply speculative.

The fact that they are eating anything that was once sapient is disturbing. Even if they weren't humans, surely you wouldn't look at the rotting carcass of an Elf and go "oh yeah, this about to be an immaculate dinner."
