I see where you're coming from, but the entire set's benefit is matched by the Rested Bonus, though, while its defense is woefully inadequate for the area. Without some kind of real set bonus, it's a bit lacking.
Root gives protection against piercing, which is very helpful in surviving in the Plains and Mistlands. Fenris gives fire resistance, which is helpful for fighting the giant sky scrotum. Eitr Weave is 3 pieces of armor that combined slow you down and give you the same benefits as being Rested. It's easier to just be Rested. It's easier and more beneficial to craft only a piece or 2 of Eitr armor and mix it with Fenris and/or Root armor
As it is currently, without a set bonus, there's honestly no reason to make the full set. There should be a good reason to consider making the full set, though. Otherwise, you're better off with something else
