I haven't had any issues with spawning in my bases, but that doesn't mean there is not a bug that allows it sometimes.

Enemies will pathfind into your base if there is an open door or bridge, I suspect that is the issue with the skelly. They seem to spawn close to base a lot at night once that is triggered.
