using a mod called SKToolBox, you can use the console anywhere and everywhere no matter if you are the admin or nah. dedicated server or nah, still works.

With the hoe in flattening mode, click=flatten to the level your feet are, shift+click=flatten to.the center of where you are targeting.

some slopes are too steep for the hoe and require the pickaxe to level. also there is a minimum depth below the original ground layer beyond which you can no longer terraform.
