As others said, it needs to have a certain height where mobs like golems etc. will spawn.

Never had a problem finding silver once I got the Wishbone and equipped it. Definitely a lot more of it up higher, in the larger Mountains areas.

I built a barn for mine and use the hanging brazier as my heat source. Works like a charm, and the only problem I have is that sometimes eggs clip through the chicken pen I built in my barn.

There is no requirement to restart game. If you have a lot of the seed explored, you might get a better biome setup for new area if you do, but no one makes you restart.
