Ladder and Hoe is very useful when building. Fence without gaps will be possible a little further in to the game if not the hoe can do the job for you.

You simply need to point your mouse cursor onto the edge of the already existing building piece in order to snap additional build items to it. I dont know if that is possible with the "field fenc..

Ah yes that's true I forgot to mention you can negate this effect entirely by using roof covers.

Cover them and they should not decay at all; so make a 'wood shed' of basic pillars and a roof. Wood exposed to the rain degrades over time it is is not under/part of a roof.

Are they just cosmetic?

It'll definitely affect you as you add more weight. Using the Eikthyr buff can help a bit with stamina, but the weight increase will still be noticeable as you struggle up hills.
