My tip is dont sail more than 1-2 islands away looking for him he's usually on a blackforest within that zoneage. Island is a subjective term here cause some islands can be gargantuan and not so.

There's a devcommand that you can use to do that if you have console enabled. Unsure of the exact name but it effectively increases the number of players in combat which causes the mobs to scale up.
