Yeah, there are various different types of chest spawned out in the world that can't be built by players. Apparently chest technology has advanced since these villages were abandoned.

As stated above, things got moved with the last update. My Elder was not in the right spot. I was highly confused. But if you return to your nearest vegivisr, it will give you the updated location.
